New & Teen Drivers

In Maryland, you must be at least 15 years and 9 months of age and pass a knowledge test in order to apply for a Learner's Permit. You must be at least 16 years and 6 months of age, have held a learner's permit for a minimum of nine months, have successfully completed the classroom and behind-the-wheel components of the Maryland driver's education program, have completed all required practice driving under supervision, and pass a skills test to apply for a Provisional License. If you are 25 years of age or older, you may take a skills test after holding a learner's permit for at least 45 days. All provisional licenses will be automatically converted to full driver's licenses by the MVA after 18 conviction-free months.

New Maryland residents with an out-of-state license have 60 days after establishing residency to obtain a Maryland driver's license. Motorcycles

In Maryland, you must already have a Class C license OR have completed the graduated driver license program to apply for a motorcycle license. If you do not already have a Class C license, you must also complete a Maryland Vehicle Association (MVA)-approved Motorcycle Safety Program (MSP), pass a written exam, obtain a learner's permit, and pass a skills test to apply for a motorcycle license. In Maryland, you must be at least 18 years of age, pass a knowledge test and obtain a Commercial Learner's Permit, hold a CLP for 14 days, and pass a CDL skills test to apply for a Commercial Driver License. If you are under 21 years of age, you may only drive within the state.
